The Florida Health Information Network is a clearinghouse of information relating to the active role of the Agency for Health Care Administration in promoting the adoption and use of appropriate health information technology. The Agency's Florida Center for Health Information and Policy Analysis has a history of actively supporting the development secure health information exchange across Florida and continues its leadership in health care policy related to information technology.
The Florida Center is engaged in numerous activities to promote health information exchange, the adoption of health information technology, access to health care services that require high speed broadband, and the administration of numerous grants and awards to study and implement health information exchange. Current activities of the Florida Center are listed below, beginning with its involvement in the American Recovery and Reinvestment Act of 2009.
American Recovery and Reinvestment Act of 2009
$2 Billion to the Office of the National Coordinator for investment in Health Information Exchange, with $300 million to be immediately distributed for HIE the another $1.7 billion for discretionary uses such as HIE, Electronic Health Record Adoption Loan Programs, Technical Assistance – Regional Extension Centers and HIE Research Centers.

Florida's Health Information Exchange Coordination Committee 2009 Meetings
The Agency for Health Care Administration and the Health Information Exchange Coordinating Committee which advises the Agency on Health Information Technology have recently been designated by Governor Crist to lead Florida’s health information exchange efforts to be funded by the economic stimulus. The Agency is initiating a process of public comment on the development of the Florida Health Information Exchange Plan which is preparatory to the submission of a proposal to the federal Office of the National Coordinator for Health Information Technology.
Medicaid Multi-Payer Health Information Exchange
The Florida Agency for Health Care Administration is partnering with Availity L.L.C. to implement a new demonstration project that will provide physicians and patients with access to Medicaid claims-based electronic health records.
FCC Rural Health Care Pilot Project
In November 2007, the Federal Communication Commission awarded $9.6 million to the Big Bend Health to build the health care network in the Florida Panhandle, consisting of a gigabit fiber optical network connecting nine rural hospitals and a broadband wireless network connecting not-for-profit clinics in the rural counties of the Panhandle.
Florida E-Prescribing Clearinghouse Section 408.0611, F.S.
The Florida E-Prescrbing Clearinghouse was created with the intent to "...promote the implementation of electronic prescribing by health care practitioners, health care facilities, and pharmacies in order to prevent prescription drug abuse, improve patient safety, and reduce unnecessary prescriptions. To that end, it is the intent of the Legislature to create a clearinghouse of information on electronic prescribing to convey the process and advantages of electronic proscribing; to provide information regarding the availability of electronic prescribing products, including no cost or low-cost products; and to regularly convene stakeholders to assess and accelerate the implementation of electronic prescribing...."
Point of Care Model Electronic Health Record Grants Program
The Agency for Health Care Administration (Agency) announces the Point of Care Model Electronic Health Record Grants Program Requirements, 2008-2009. The program provides assistance to eligible organizations to implement outpatient clinic information technology emphasizing case management.
AHRQ Adding Clinical Data to Statewide Administrative Data Pilot Project
The Agency for Health Care Administration (AHCA), Florida Center for Health Information and Policy Analysis, was awarded a contract from the Agency for Healthcare Research and Quality (AHRQ) that runs through September 2009 for a pilot project to study new ways to approach hospital quality measures. The pilot project funding is provided to add clinical laboratory data to the hospital administrative data already collected by AHCA under statutory authority. By adding clinical data to administrative data, AHRQ hopes to develop better predictors for hospital quality indicators. Florida is one of only three states to receive these grants.

The Health Information Security and Privacy Collaboration (HISPC) project is a federally funded project administered by the Office of the National Coordinator for Health Information Technology (ONC), RTI International, and individual participating states. The project began in 2006 and has been extended through 2009 to support collaboration activities among participating States and related individual state projects.
