Florida Health Information Exchange (HIE) Cooperative Agreement Program

Approval of Strategic and Operation Plan for Implementation

The Florida HIE Cooperative Agreement Program application was submitted on October 15, 2009 to the Office of the National Coordinator for Health Information Technology. On March 15, 2010, The Agency for Health care Administration (the Agency) was notified that it was awarded $20.7 million in federal funding to be used over a four-year period for the purpose of supporting statewide health information exchange.  The Agency’s project budget was approved for planning outlays at that time.

The Agency issued an  Invitation to Negotiate (ITN) July 15, 2010 to obtain a qualified vendor to create the network and implement the health information services using federal funding provided under the State Health Information Exchange Cooperative Agreement. The ITN requested proposals for a technical solution to promote the effective use and exchange of health care information in a secure environment and reflects the intent of the health information technology provisions of the Health Information Technology for Economic and Clinical Health (HITECH Act) of 2009.

On February 4, 2011, the Agency was notified that its Strategic and Operational Plans for HIE implementation was accepted and approved by the Office of the National Coordinator for Health Information Technology.

Planning and Stakeholder Outreach

Significant planning and development work will continue under the cooperative agreement program. This includes determining:

  1. The evolution of participant roles in operational oversight and the governance of the health information exchange network at the conclusion of the cooperative agreement program.
  2. Performance and outcome metrics for health information exchange and related federal meaningful use requirements.
  3. Long-term financial sustainability approaches for maintaining the health information exchange services.

The Agency is committed to engaging stakeholders in the planning and implementation of statewide HIE.

Florida Health Information Exchange Cooperative Agreement Application 2009

Florida's application for the State Health Information Exchange Cooperative Agreement Program was submitted to the Office of the National Coordinator for Health Information Technology on October 15, 2009 and approved for planning outlays March 15, 2010. The application included a Strategic and Operational Plan (SOP) as below. As required, the application and SOP addressed five project domains: Governance, Finance, Technical Infrastructure, Business and Technical Operations and Legal Policy.

State Health Information Exchange Cooperative Agreement Program Funding Opportunity Announcement

On August 20, 2009, the Office of the National Coordinator for Health Information Technology announced the State Health Information Exchange Cooperative Agreement Program through a Funding Opportunity Announcement. Cooperative agreements were to be awarded through the State Health Information Exchange Cooperative Agreement Program to states and qualified State Designated Entities (SDEs) to develop and advance mechanisms for information sharing across the health care system.
